台北市推動社會住宅，鎖定東區陸保廠作為開發地點，不過教育部對陸保廠另有規劃。
對此，台北市長柯文哲13日受訪時表示，台北市副市長周麗芳和教育部長吳思華過去都曾於政治大學服務，他相信彼此有很好的溝通管道。柯文哲也表示，希望結合台北市和教育部的計畫，一起向行政院申請。柯文哲說：『(原音)事實上，陸保廠，我昨天跟副市長開會，我們應該結合更多的力量發展，將來陸保廠應該把教育部以前的規劃併進來，不要兩個取一個，應該是台北市政府要的、教育部要的，大家一起合作，一起跟行政院申請，應該是合作的觀念會更好，所以我們會把教育部當時在陸保廠的規劃，跟台北市的規劃，整併成一包再去處理。』
